As I understand your question, your samsung galaxy exhibit 2 4g is capable of WiFi access - but you dont have an internet plan from your service provider.
You can log into any WiFi network (home - workplace or wherever you are), you can access the internet and download whatever you want - without having to pay anything to your service provider.

my game emulator isnt finding my roms on my phone?
Q. i have a samsung galaxy exhibit android phone. i installed the supergnes game emulator. i extracted the nes roms and installed them under my external sd card in a seperate folder. when i search the phone through my files the roms show up, but when i go into supergnes it says no roms can be found. am i doing something wrong?
A. Have you ever gotten a ROM to work on your phone?
