How to make an iPad game on the iPad?
Q. I want to make an iPad game on the iPad and not use any computer. I know you can but I don't know how. I want to make a game like call of duty, minecraft, gta, or something like that not a little arcade game like pacman. I can only spend $20 on an app though
A. Programming an application for iOS requires a Mac computer and an Apple developer account. It's not possible to create a fully functioning app using only an iPad, as it needs access to the Xcode libraries etc. You may be able to create sub-apps, or even web apps, but not anything that runs natively and can be purchased from the App Store.
You also need some major expertise in how the programming language for iOS works to be able to develop a game of such depth and variability. The reason arcade-style games are so popular on iOS is because they are simple to program, and don't use a massive amount of processor power; remember, the iPad does't have the same specs as a games console or laptop.
I'd suggest looking into the Apple Developer Program, although this $99 for a year's access, and you'll still have to get to grips with the language and APIs. It's unlikely you'll be able to program such an app without help, especially if it is your first, so you may have to pay a professional developer. In that case, you'd be lucky to see a price of less that $2000, rather than $20.

What is the best way to start a company that publishes iPhone Apps and Games?
Q. I am looking to start a new game publishing company and start off with iPhone/iPad Games and Apps. I was thinking about hiring a developer off of Elance to develop my first game. Any tips on starting a business, finding a developer, launching games/apps, funding ideas?
A. Ok first you need to have in mind what you are going to do. You seem to already have that in mind so you now need to think, are you going to be able to stay at the job and carry on with it. If the answer to that is yes then go on to the next point.
I would then go on to making sure that you can build apps that are good enough and people like them. If you are going to hire a developer are you going to have enough money to pay them or could you learn to build the apps your self and earn your own money for your back pocket.
Once you have sorted all that out then you can go onto getting your posters and advertising done. (If you need an advertiser maker then give me a shout i can help you just inbox me) You need to get some posters and get them hung up around your area. Once you have started advertising you wait for someone to start ordering. If you have someone that is taking your oders for you then keep checking on the order sheet. In the meantime i would practice and get some employees coming in.
When you get your first order you need to start work staright away. And get that app/game out to the person. While you are waiting for oders another thing you should do is build some nice game apps for a back uip and advertise them, also in your spare time i would work on more advertising.
