A. The one at $139 is with special offer, while the other at $159 is without special offer (i.e. ads on the Kindle). You can see these two options from their sales page:

There's a small link just after "Special offers display when you're not reading." on the page. You can click into it, and see if you want the special offers or not. I'll say get the one cheaper with special offers, you can opt out later if you really don't like it. There's a setting on the device for opt out.
I believe the price in best buy is outdated. There's also a page on Amazon showing Kindle Keyboard to be $189, it's for international customer. For overseas customer, it has no special offers, and Amazon post extra cost (may be expecting the 3G mostly used overseas, so give the extra charge):

A. A kindle keyboard 3g with special offers (ads) brand new costs $140.
A kindle keyboard 3g without special offers brand new is $189.
A kindle keyboard no 3g (Wi-fi) is with special offers brand new is $139.
A kindle keyboard no 3g (Wi-fi) without special offers brand new is around $99.
There are some differences that you might consider. If you don't mind ads (which by the way only come up when the device is mostly off so it will not affect your reading) it will probably be cheaper with the one with ads because it is cheaper. Keep in mind that these are the prices for BRAND NEW items, you can find used versions on Amazon and other sites for much cheaper. On Amazon the used ones can be found for $80 and up!

A. It depends on the version you get. My Kindle Keyboard 3g does not have ads, I paid $189 for it. However, there is one fore $139 that does have ads. I believe the Keyboard is now $159 without ads...
