i would suggest the Samsung Galaxy S Duos S7562, but that doesnt have 720p recording, only playback
If you dont mind waiting a little while for the upgrade to jelly bean (android 4.1), you can consider the Samsung Galaxy Ace Plus S7500
However, the most logical choice would seem to be the HTC One V. It meets all your criteria but it costs a bit more than the other 2 phones i have mentioned
You could also consider waiting for the release of the Sony Xperia J, which seems promising
