As I understand your question, your samsung galaxy exhibit 2 4g is capable of WiFi access - but you dont have an internet plan from your service provider.
You can log into any WiFi network (home - workplace or wherever you are), you can access the internet and download whatever you want - without having to pay anything to your service provider.

Q. So i lost my phone and i really want it back. It has alot of contact info that i didn't save anywhere else. Anyway i think that it was stolen since i left it in my locker and then when i came back to get it, it was gone. So is there anyway i can track it down? What if the thief takes out the sim card, can i still track it down somehow?

A. Isn't the Exhibit 4G on T-Mobile? The Galaxy Nexus will not hit T-Mobile for months, if at all. It's a Verizon exclusive for a while in the US. And I believe T-Mobile has a 20 day return policy to get your money back, so if you signed a two year agreement with them when you bought the phone, you're stuck with that phone unless you pay full price for another (Galaxy Nexus will be $550+).
