A. They all do. That's a function of the camera software. In Android phones, anyway.

A. I've used an app called "Where's My Droid" for almost 2-3 years now. I got it mainly to locate my phone when it was on vibrate, but it now has options like controlling the camera to upload pictures to a website to see who may have your phone, and it has always had the option to text your phone and activate the GPS to locate it.
Paid version has more features of course, but it is one of a few apps.
Another option is the app "Plan B". You can load it onto your phone after it goes missing and activate the GPS to locate it (this is assuming it is turned on). The company that makes that app also makes on called Lookout Security & Antivirus (free). While the Anti-virus generally isn't recommended, some of the security features would come in handy if you phone is stolen.
