A. Metro uses CDMA so an unlocked Galaxy S2 would do you no good because it is a GSM device.
The Sprint Galaxy S2 (CDMA) does not have a SIM card so it cannot be unlocked but it may be possible to have it flashed for use on Metro.

A. Normally it should. If it doesn't just go to one of those shops who sells phones and sim cards, they have the gadget unlocking it. Sometimes even just the changing of sim card the web opens alone. Try it. Beware taking an Iphone with you or ipod or ipad to the philippines, they are not that stupid especially manila where vicious thieves operates. They cannot afford to buy one so they're going to steal it from you at all means.
