Q.
A. Its good enough,
but if you are buying it for the camera there are quite a lot of 8mp camera phones on the market,
Nokia on average do the best cameras on their phones pretty sure they all have a Carl Zeiss lens
I still use a Nokia N8 from 2010, as it has a 12mp camera, and the HD video recorder and playback is still much better then the new iPhone, its so good they made a whole film using it (google 'Olive' N8).
Unfortunately I will be upgrading my N8 soon as two many music festivals have taken its toll, but i'm sticking with Nokia, if you can't carry a 'real' camera, a decent Nokia is the next best thing.
Most Camera Phones take a picture, but then to display or store it 'down-grade' the picture, that's why you will not see much difference between an iPhone 4s and a lower quality camera phone, this is another reason a small purpose built 'point and click' digital camera is better then a camera phone
(don't listen to anyone who says an iPhone has a decent camera, they are just trying to justify spending so much money on basic tech with a logo) so you will probably not see a huge difference between a 3.5 and anything up to 8mp on a camera phone, unless it has a great display, or you upload it to a computer and see how far you can zoom in on the picture.
A 3.15 mp Camera is fine, you will not find anything wrong with that, it will be a perfectly good camera, and if its the Samsung Galaxy (from the spec I think it is) the display is good and clear so the pictures will look good.
If on the other hand you are buying the phone to use it more for taking pictures then going on the internet and using apps etc then I would go for at least an 8mp.
Ask any photographer and they will say its still best to use a 'real' camera, but I admit the only reason I went for the N8 is because I can't always have an SLR on me, its the best I have found in a phone.
Interestingly the new Nokia 808 has a 5mp camera, but its sensor and digital zoom enables it to take pictures up to 41mp.
What is the best camera phone?
Q.
A. The iphone 4 has a very nice camera, because it is cmos and backlit.
The upcoming Sony-Ericsson Arc also has a very nice 8.1mp camera built into it.
The later to be released samsung galaxy S2 is able to record in 1080p and should also have a nice camera.
There are some korean phones by samsung for instance that sport a big zoom lens on a phone, but it isn't marketed in the us and europe.

but all of them are having only 8x zoom. can you please tell me any site where i can find such gadgets with 24x or 32x or 40x optical zoom . please help me
A. If I'm you I should buy a real camera like the guy above me said. Of course, cameras these days are all about technology it's easy to use it. Just buy a canon and nikon, some cameras have better quality into taking photos and videos.
