A. You either have a Galaxy S or an S2. Samsung only gave out a release date of early May for the long awaited release of theS3 earlier this week:

Anyway, on an Android phone it's in Menu> Settings> Sound> Notifications (the menu items may have different but similar names such as "Notification Ringtone") then, probably at the bottom of the list of Samsung ones, there will be a link to your music library. That will set the default notification sound for all your texts and emails. For individual people in your phone book go into your contact list, choose an entry and edit it either by pressing Menu> Edit, or an onscreen edit button if there is one, then you can scroll down to the option to allocate them their own Ringtone.
The best way to learn this stuff is to go slow, look around and read everything carefully. There's usually lots of available options to be found by pressing that Menu button in whichever app or phone screen you are in. I dunno how iOS users with iphones manage without one actually.

A. Yes and no. The Galaxy S4 is going to be a significantly faster phone, and Samsung will release it with newer software and newer versions of the apps, and keep it more up to date.
However, if you want to save the money and still have the same functionality, you can upgrade it yourself to exceed what the S4 will be like out of the box.
Android is an open source operating system, so there's a huge aftermarket support community, and it's very easy to change the software and modify it to make it better. Personally I have an LG phone which is two years old, but it runs almost as fast as the Galaxy S3 and has more features and options.
The only things the S4 can do that the S3 will never be able to do are the Air Sensor thing, which is new to the S4, and the IR Port, which lets the S4 be used as a universal remote. The S3 doesn't have the hardware for that, so there's no way to upgrade it to do those things.

Fairly soon the official Cyanogenmod for your phone will be out. Cyanogenmod is the most popular aftermarket Android firmware, with over two million users. It's a much faster version of Android and has a lot more features than what comes on your phone stock.
So really, unless you need the Air Sensor and IR Remote features, save yourself the $200 or whatever and do what Androids are meant to do -- modification!
