Galaxy S3 smartphones that uses sim cards can easily be used in the Philippines to call and text.
To use Smart or Globe sims (or any of the other local sims), you need to have it unlocked, if it is locked to a specific network. Although you can do this abroad, normally it would be cheaper to this in the Philippines.

A. Yes, but there are 2 things to consider:
1) If your contract hasn't finished it's lock in-period you will be fined for cancelling & they may ask for the phone back. If your contract lock-in period has expired then you can cancel the contract & keep the phone. Contact your contract operator to see where you stand.
2) Contract phones are usually locked to only work on the operators network, meaning you would have to buy your Pay As You Go sim card from the same operator as your current contract, or get the phone unlocked at a phone shop to allow other networks.
