A. Usually you can. I have seen some androids that won't let you get past the No SIM error screen, but most will let you just use them all right. Which branded model S2 are you getting? I ask since ones for T-Mobile and AT&T use a sim, while the Verizon one does not. This may affect what the phone wants you to do when you start it up...but the S2 is advanced enough that you should be fine.
Why buy a phone and not have it active, though? True, have to spend the money on it, but you can go to a prepaid plan now that is actually as cheap or cheaper than the amount many folks are spending on their phone only plans.
