A. 3G is some feature built-in the hardware. So if you get the WiFi only model, you can't get the 3G back later, because the hardware inside just doesn't support it. You have to decide when you get it.
I suggest you to read an actual user review here, it mentioned whether to choose 3G or WiFi at the end paragraph. Look into the pages of user comments below as well, some discussed about 3G and it should help you decide:

Q. I was wondering if the normal Kindle Cases work for the Kindle Paperwhite? Because I'm going to be getting a Kindle Paperwhite and there aren't many cases to choose from for it.

A. It differs from case to case. Some cases can support more than one Kindle model, but it'll specifically specified in those cases. You shouldn't get the cases that haven't specifically mentioned to fit Kindle Paperwhite.
Here are the sizes of the Kindles, there's some difference so only some cases will fit both:
Kindle Paperwhite: 6.7" x 4.6" x 0.36"
Kindle: 6.5" x 4.5" x 0.34"

A. You can try going to the Kindle Paperwhite product page, see if they allow you to order and add in cart. Chances are they are not available to your country. Officially, Amazon doesn't ship Kindle Paperwhite to India, they are only available to the U.S. customers.
So to get it to India, you need to set your account to go with a US shipping address, and have some US forwarding service to get it shipped to you:
