A. In most cases yes. There are CDMA versions of the phone which wouldn't though.
The S III & S4 use microSIMs though, not miniSIMs like the iPhone 3GS

A. They come in $200 - $400 range as the come with contract. If you want factory-unlocked iPhone 4S or Samsung Galaxy S III, it will come in $600 - $800 range.
