Q. Im planning to buy a samsung galaxy S3 in the USA and send it to the Philippines, do i need to buy a sim card?
A. Although there are some other carriers, the 2 most dominant ones are Smart and Globe.
Galaxy S3 smartphones that uses sim cards can easily be used in the Philippines to call and text.
To use Smart or Globe sims (or any of the other local sims), you need to have it unlocked, if it is locked to a specific network. Although you can do this abroad, normally it would be cheaper to this in the Philippines.

A. download flash, eg. from here http://www.android-hilfe.de/faq-haeufige-fragen-zum-samsung-galaxy-s3/362576-samsung-galaxy-s3-adobe-flash-player-unter-jelly-bean-4-1-1-4-1-2-nutzen.html
Real incompatibility problems are mostly related to hardware accelleration.
