A. If you are looking forward for more portable device then I suggest you go for the phone.
But if you are looking for something to give pure entertainment then the 4" screen size with windows 8 OS would not be the option you should go for. In that case I would prefer the Galaxy tab 3.

IMO galaxy tab 3 would be the better option.
The Google play store has more apps and the variety simply makes it more entertaining. Other than that it is more fun to watch movies, play games, tv shows, surf net, YouTube and do other stuff on the bigger screen.
