A. Not really, because it isnt that much of an update from the iPad 3 for people to go rushing to buy it. Plus, the iPad mini was the real star of todays keynote.

Hundreds and millions of tiny glass pieces were first visible from the tiled floor. We knew the our ipad 4 was smashed.

A. Sorry to hear what happened to your ipad but I should also say you should be thankful it wasn't your brother that was harmed - that part in your story sounded like a scene from a scary movie of sorts. :)
Anyhow, an iPad retina should cost you around AU$ 539 (wifi only) and at 16GB of storage. Of course if you go for higher specs and the cellular version it'll cost you more.
Anyhow, you should seriously consider getting a protective case of sorts as well. Mine is on a http://clamcase.com/ (its a keyboard, case and stand all in 1 device) and I never need to worry about something like this from happening plus of course I can do some work on it now with the keyboard.
There are hundreds of protection for your ipad out there so just get what suits you best.

Q. I'm not sure what version of iOS the iPad 4 comes with and I'm also concerned whether or not iTunes will try to automatically update it to iOS 7 the first time I plug it into my laptop. I can't stand iOS 7 and I don't want it on my iPad. Will iTunes try to automatically update it or will it simply prompt me to accept or reject the update?
A. When I bought my iPad 4, it came preinstalled with iOS 6. That was the available version at that time. So if you buy it now, it will most likely have either iOS 6 (or iOS 7 if someone has already updated), though it's quite possible that it may have a lower version as well.
My sister recently got an iPad 4 as well and it came with iOS 6.1.4
As far as updates are concerned, they are recommended but not required if you don't want iOS 7. Updates happen only if you allow them. They aren't automatic for iOS.
