Microsoft provides Windows Mobile only for OEMs (HP, Dell, HTC and such) and they are responsible for customizing Windows Mobile for their devices. So, Windows Mobile is offered for download only by OEMs, and only when (and if) they choose to do so.
Looks like the best way to obtain a newer version of Windows Mobile is to buy a new device, unfortunately.
