Q. I own a Samsung Galaxy Note 2. I have been using a standard Micro Charger, but it takes somewhere around 11 hours to charge it up fully. Is it the charger itself or the phone that is causing the elongated amount of time to complete it's charge?
A. 11 hours? Shouldn't take more than 3-4 from completely flat.
Something isn't right, obviously. If you have a microUSB to USB A (standard computer cable) plug it into a USB port on your computer and see how long it takes. Charging from PC tends to take slightly longer than from a wall outlet, but even then it shouldn't take 11 hours.
If the phone charges in significantly less time this way, your wall charger is bad. If it still takes 11 or more hours... there is a problem with the phone itself.

Q. I think i may have a charger issue. I am using the original charger and it doesnt seem to charge while in use. it dies as if it werent even charging. It charges while not in use and on, but charges slower while turned on. turned off, It charges faster but takes longer than usual. A. Seems it's charging slower than it should be? Did you charge it with laptop, or with wall plug? Charging via laptop will make it much slower. And have you tried to restart the device?
There's also a good possibilty, that the battery montior software gets out of sync with charge in the battery. It'll make the device having issues on charging/battery, having frozen screen, etc. There's a good discussion here, on how to fix such kind of problem:

Q. I have the Samsung galaxy prevail yes I know it's old! and my charging purt is broken and I have to plug a batter charger to the wall and put my battery on it is there anything that could charge it faster than 6 hours?
A. buy a samsung phone charger..
there is a specific charger for galaxy phones. i have one.
