Q. Okay so in what store that' not on the internet can I find a samsung charger?

A. Any electronic store. best Buy, Fry's Radio Shack etc etc. All the new phones in the world, not including the iPhone have a universal microUSB charger. Just go into any of them and tell them you need a microUSB charger with AC adapter (for plugging into the wall).
Going online is much cheaper though. (amazon.com = 5 bucks, Best Buy = 15-20bucks)

Q. anytime i plug my phone in to charge after shutting it off it will turn itself back on but it continuously vibrates about a low battery then...i try to turn the phone off and plug it into the wall charger but then it turns itself back on even though its at 1-10%
A. sounds like a software defect.... do a factory reset in Privacy>factory reset.... all data will be wiped. SD card data will not be touched.... work now?
if not, you have a software (maybe hardware) defect.... get a free warranty replacement

Q.
A. 1) Grab your Samsung Galaxy S.
2) Grab you Samsung Galaxy S charger.
3) Plug the smaller end, which doesn't look like it will fit in your electrical socket on your wall, into your Samsung Galaxy S. Do not force it it.
4) If it doesn't fit it means you've got the wrong hole. Repeat Step 3) Until it fits nicely.
5) Plug the other end into an electrical socket on your wall.
5) Switch on this electrical socket.
5) Wait until it is fully charged.
6) Switch off the electrical socket.
7) Unplug all wires/cords.
