A. iOS 5.1.1 is the latest version of iOS. It simply is an update to iOS 5.1 which was the latest version until yesterday. You use it the same as any other version of iOS. No different.

A. iOS 7 is released when Apple releases the update. No one knows when it will be available, but it will be announced during WWDC later this year. Pretty much iOS 7 is released when the next iPhone will get released, which is the second half of the year.
iOS 6.1.4 is only available on the iPhone 5. They're just bug fixes that were found only on the iPhone 5.

A. iPhone 1 (original): Highest is iOS 3.1.3
iPhone 3G: Highest is iOS 4.2.1
iPhone 3GS: Highest is iOS 6.1.3
iPhone 4: Highest is iOS 6.1.3 (beta of iOS 7 is available and will run on it)
iPhone 4S: Highest is iOS 6.1.3 (beta of iOS 7 is available and will run on it)
iPhone 5: Highest iOS is iOS 6.1.4 (beta of iOS 7 is available and will run on it)
So if you want the latest iOS update possible, I would recommend new hardware. I would go with at least an iPhone 4 or higher. iPhone 1 and iPhone 3G are both too old. Or perhaps an iPod Touch 5th gen as that will run iOS 7. But if you only want iOS 6, you can get an iPhone 3GS or an iPod Touch 4th gen too.
