A. Android rooting is a way to 'hack' the system so you gain read/write permissions all over the phone, not just the user areas.
Why? Only if you want to do some hardcore modding, such as load a Mod-ROM, apply ROM themes, run root-only apps, and so on.
Safe? It increases the chances that you can brick (as in 'dead as a brick') your phone, and it will not endear you to tech support, who will not touch rooted phones. You're on your own.
Best way? Depends on the phone.

A. Android all the way. You dont really need to root android unless you want custom ROMS or apps that need superuser permissions. With android in settings you check "Allow installation of non-market sources" & download to your hearts content from sites like 4shared right off your phone.
Android also gives you much more freedom with customization & every major model has devs that do themes, etc for custom roms.

Q. This may sound ignorant or whatever but im upgrading to the htc incredible in september and i wanted to know more about the OS and ive learned basically everything i need to about the android system but i still have questions about the software. Like what is this root i keep hearing about like what does it do, im familiar with iphone jail breaking its supposed to unlock the phone so u can do what u want with it or something so is this android root the same thing and what is usb tethering and do i need to do this to be able to get the 2.2 froyo update will any of this void my warranty or cause problems, if anybody has any info its appreciated as im not very familiar with using smartphones just yet.
A. Rooting is a linux term meaning: Allow users to gain access to the root level of the device. In simple terms. It allows the user to access other directories on their phone other than their SD card. This would allow the user to manipulate or alter files and folders. People who root their phones usually install custom roms, but rooting also allows the user to do things such as overclocking their phone or changing the boot loader animation.
You are correct in thinking that rooting an android device is the same thing as jail breaking an iphone
USB tethering is an option on the Droid Incredible that will allow you to use your phone as a mobile hot spot. This way, you can access the internet on lets say, your laptop or any internet ready device (PSP, Nintendo DS, ipad etc.), through your cell phones internet plan.
USB tethering does not interfere with get 2.2 Froyo. Android 2.2 will be pushed over the air (OTA) to your device when Verizon is done testing it and is sure that it will not brick the device. This could be some time late summer of 2010.
Neither USB tethering or 2.2 Froyo will void your warranty, but rooting your phone will.
