A. Go to my file open folder containing your music files, you can set the ringtone from there while opening or playing the specific track. Or you have to transfer the track to the phone memory instead of SD card.
This is the solution otherwise you can't set the MP3 files as a ringtone.

Click menu. click my files. find the folder in which your desired song is located (mostly in Bluetooth, downloads) click your options key (first but on left at bottom of cell).click more you can either choose to copy or move the music file. if they are ringtone select move. then check the music file and click move. your my files folder reopens select media folder then audio folder then notifications folder and click move here. then got to settings select sound settings the click notifications and your new ringtone should be an option in the list if sounds.

A. Yes you can but not through FaceTime, you can video hat with them using other services such as Skype, Tango, and other third party apps
