A. Not just on a Samsung Galaxy 1900, but on any wifi enabled smart phone.
IT WILL NOT USE wifi automatically over a paid internet.
usually there is a option stating "use roaming data service when internet is not available"
you should disable it this will force your smartphone to use the wifi rather than the paid internet.
you can find it in wireless settings normally

A. Data use depends on the individual, not the phone. For some 1GB is more than enough, for others that way too little.
You'd need to determine that based on your own use & then adjust or settle after the fact.
